Our Technical Services Division provides technical expertise through our broad-ranging knowledge of the property sector. Our aim is to deliver practical advice and solutions which translate into real value. We work closely with property and facilities professionals to understand their clients’ operational and business requirements and agree our briefs and objectives based upon their wishes, as well as optimising asset value.
Our Technical Management Consultancy advises on the engineering services aspects of building operations which includes the auditing of technical/contractual and regulatory compliance; ongoing performance management and ultimately delivering value for money. This is often preceded by the specification, procurement and mobilisation of engineering maintenance contracts.
Through our in-depth understanding of the interactions between the many factors associated with building engineering services and property/facilities management (such as: operational criticality, life expectancy, maintenance/repair costs, refurbishment/replacement costs), we are able to advise on a broad range of subjects and take into consideration all necessary context.
Term Consultancy
This service is to ensure that the maintenance provider meets the specified standards; to monitor and report on performance; and periodically review the condition of the engineering services. Additionally, the service includes an advisory facility to offer necessary support in all related technical matters to ensure the smooth running of the M&E and VT service provision for your clients, occupiers and Building Management teams.
Mechanical and Electrical Audit
Our audit process comprises of a comprehensive and detailed scrutiny of contract related documentation, equipment presentation and contract finance status. The assessment reports on contractor performance against their obligations and identifies technical defects or deficiencies which should be rectified.
Planned Maintenance Programme
Our PMP service provides a financial plan and programme for the refurbishment / replacement of engineering services as they reach the end of their economic life. The PMP programme includes a description of the engineering services within the building, as well as an overview of their condition and any financial obligations. PMPs (also referred to as Plant Life Cycle Programmes or Forward Maintenance Registers) are of great value, as they enable clients to foresee any potential estimated expenditure and allow for future budgeting.
Focus FM is able to provide detailed plans for your properties over any reporting period you may require. We can also incorporate annual reviews of the plans into our Term Consultancy arrangements to ensure that we can fully engage with your site management teams when they are setting their annual expenditure operating and capital expenditure budgets. This ensures that all plans are consistently accurate and enables objective decisions to be made on a regular basis.
Engineering Service Maintenance Contracts
Our Engineering Services Maintenance Contract tendering process enables the capturing of all assets. This is important for long term cost savings, but most importantly for adhering to legal and H&S compliance, ensuring safety and business continuity. To this asset register, an appropriate level of maintenance can be attributed in line with the standard industry specification (BESA SFG20 or a more bespoke instruction set if required). We have vast experience in undertaking Engineering Services and Vertical Transport Engineering Services Maintenance Contract Tenders for buildings and property portfolios of all shapes, sizes, uses and locations.
Once the up-to-date asset register has been collated and the maintenance specifications agreed, our process continues with the identification and agreement of suitable service providers. This part of the process can also include initial pre-qualification criteria and submissions should a bidder list be extensive.

Stand-out bidders are then assisted through their own journey to submission with site visits and workshops.

Successful bidders, once appointed, will then be monitored through the early months of their appointment by way of regular formal meetings – often with their new client in attendance as well. The final part of the process is then a review of the new service providers dilapidation report issued after an agreed period. This report is validated and comments are then given to the client to ensure that they are acquiring good value for money, objective advice and that the decision to go to tender in the first instance was the right one.
Asset Register
This service involves a detailed survey of the existing electrical, mechanical and public health services throughout the property, which is referenced against a maintenance specification in order to finalise an Engineering Services Asset Register in the clients’ preferred format. This schedule details essential information pertaining to the installed equipment and an appropriate level of maintenance is attributed to each individual asset along with the standard industry specification detail – BESA SFG20 (or a more bespoke instruction set if required).
